In Ukraine, EU Green Deal was included in policy developments before the full-scale war, and now there is a need to combine short-term recovery measures with longer term strategies in the frame of eurointegration processes and planned green post-war recovery.
As part of the project “Better Green Deal with CSO policy proposals, visions and scenarios for best mitigation policies for Baltic Sea Countries and Ukraine” civil society organisations from Nordic and Baltic countries – Denmark, Latvia, Lithuania, Sweden, Norway, Belarus (in exile) and Ukraine have compared national climate mitigation policy measures for meeting climate targets and contribute to the EU Green Deal.
For each policy measure, the authors have evaluated how well it contributes to a sustainable development to carbon neutral societies and how far it is implemented in the country/ies, where it is used. This paper is aimed to inspire additional action for national climate plans, including in the National Energy and Climate Plans (NECPs).
Adittionally, the Vision paper was prepared, where organisations described their visions for climate mitigation developments and policies to reach fossil fuel phase-out and large reductions of greenhouse gas (GHG) emissions as part of the development to GHG neutral societies or even GHG absorbing societies. It is the hope that this paper can inspire additional action for national climate plans to fulfil the objective of the European Green Deal, in line with the 1,5°C climate target. The proposals are both addressing short-term measures for reductions until 2030 and longer-term measures to reach climate neutrality.
