NGO Ecoaction has sent its comments on the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine on the Implementation of the European Union Legislation in the Field of Renewable Energy Sources”, which was published on the website of the Ministry of Energy of Ukraine on 11 August 2025.
Ecoaction would like to highlight and stress several points, namely the need to:
- Exclude the territory and objects of the nature protection areas from the definition of the acceleration areas for the development of renewables and separate zones for the implementation of projects for the development of network infrastructure and energy storage facilities;
- Conduct an impact assessment on the territory of the Emerald Network for the plan (plans) which determine acceleration areas for the development of renewables, as well as the plan (plans) which determine a separate zone for the implementation of projects for the development of network infrastructure and energy storage facilities;
- Ensure that the general public is informed about the assessment of renewable energy projects and taking into account their submitted comments and proposals;
- Limit the concept of “overriding public interest” in the Law of Ukraine “On Environmental Impact Assessment” to renewable energy projects;
- Update the definitions of renewable energy communities and citizen energy communities by deleting the requirement to be exclusively non-profitable.
