This study highlights the potential of energy communities in Ukraine as a key tool for sustainable recovery, energy security and social cohesion. In the context of large-scale destruction caused by the Russian full-scale invasion, Ukraine has a unique opportunity to shift toward a new model of sustainable development. Energy communities can and should become an essential part of this process.
The research analyses the current state of energy community development in Ukraine, their prospects, potential benefits and barriers. It includes a sociological survey of over 500 respondents, in-depth interviews with experts and select stakeholders, as well as a review of the legal framework and international experience.
Key Findings:
- Energy communities are already emerging in Ukraine, but face excessive regulatory complexity.
- Over 80% of surveyed Ukrainians would support the establishment of an energy community in their region.
- The most promising areas of activity include renewable energy generation, joint energy consumption, energy efficiency measures and buildings’ reconstruction.
- Energy communities have the potential to strengthen social cohesion, support vulnerable groups (such as internally displaced persons and veterans) and contribute to a fair distribution of recovery benefits.
Supporting energy communities is not only a response to EU integration requirements but also a cornerstone of a just energy transition.
