During the full-scale russian invasion, more than 2 thousand residential buildings were damaged or completely destroyed in Bucha alone. Reconstruction in line with the highest energy efficiency standards “Near Zero” will help to save up to 74% of energy resources. These results were shown in the study “Green Reconstruction of the Residential Sector: Technical and Economic Analysis for the City of Bucha”, presented at the conference “Energy-Efficient Reconstruction of Ukrainian Cities”.
“Reconstruction projects should be implemented in line with high energy-efficient standards. This will lead to tremendous savings of energy resources and funds that Ukrainian municipalities will be able to use for their own sustainable development. In the national context, this will make a significant contribution to the energy security of the state and the decarbonization of the economy, as well as create new jobs,” says Anastasiia Horbach, an energy policy expert at Ecaction.
With the introduction of market prices for energy resources, the cost of rebuilding Bucha to such standards can be recouped in just 19 years.
Although the study was specifically developed for Bucha, other communities in Ukraine should follow this example, as the need for reconstruction is a major incentive. To implement energy-efficient projects based on these studies, it is necessary to combine the efforts of civil society and government authorities.
The conference was organized by the NGO Ecoaction and BE Berlin Economics GmbH in partnership with the Bucha City Council, the Association “Energy-Efficient Cities of Ukraine,” and the Covenant of Mayors within the project “Closing the Cycle: Just Energy Transition Developed by Cities and Regions” with the financial support of the European Union.
