Most Ukrainians believe that the construction of new power units at the Khmelnytskyi Nuclear Power Plant should be postponed until the end of the war, when the threat to the physical safety of nuclear facilities is eliminated. According to a survey conducted by the Info Sapiens agency commissioned by the NGO “Ecoaction,” 68% of respondents oppose the implementation of this project at the present time.
In addition to the risks posed by military actions, Ukrainians have significant concerns about the long-term consequences of nuclear energy. The study found that:
80% of respondents consider the issue of radioactive waste management to be one of the main challenges in the nuclear energy sector.
76% agree that living near a nuclear power plant is unsafe even in peacetime, and that these risks increase further during wartime.
Only 46% of Ukrainians are confident that effective solutions for the storage and disposal of spent nuclear fuel exist in Ukraine, while the majority do not trust state policy in this area.

Report on Research findings regarding the attitude of the population to nuclear energy (PDF)
The study on public attitudes toward nuclear energy was conducted by the Info Sapiens agency on behalf of the NGO “Center for Environmental Initiatives ‘Ecoaction’,” with the support of the Heinrich Böll Foundation, Kyiv Office – Ukraine, and Friends of the Earth Norway (Naturvernforbundet) — Ukraine, between October and December 2024. The purpose of the study was to obtain objective and balanced data on public attitudes in Ukraine toward nuclear energy and its role in the country’s future recovery.
