In Ukraine, 80% of apartment buildings do not have homeowners’ associations (HOAs). Without this, they often cannot take advantage of state or local programs to support energy efficiency measures. This document presents the key findings of the Ecoaction’s study, in which we attempted to answer the following questions:
- What barriers prevent thermal modernisation in apartment buildings without HOAs?
- To what extent are residents of buildings without HOAs willing to participate in energy efficiency measures and what factors influence their activity?
- What state and local policy instruments can ensure access of such buildings to financing and technical assistance?
Ecoaction dedicates this study to the memory of Oleksii Khabatiuk, a sergeant in the Armed Forces of Ukraine and one of the leading experts in the field of energy and climate policy, who gave his life defending our land.
For over twenty years, Oleksii has dedicated himself to the development of renewable energy, democracy, innovation, and climate education. In 2021, it was during a conversation with Oleksii that the idea was born to explore the issue of state energy efficiency policy with a focus on the sector of multi-apartment residential buildings without HOAs. At that time, it was already obvious that the attention of the government and international partners was focused mainly on buildings with organised co-owners, while the need to modernise the entire housing stock was becoming increasingly urgent.
Today, energy efficiency is even more important – it strengthens the energy security of millions of people and helps protect vulnerable consumers. Oleksii understood this like no one else, and we are grateful to him for his contribution to the development of Ukraine’s energy independence.
