NGO Ecoaction reviewed the 2025 EU Enlargement Report on Ukraine and highlighted such main findings:
- Rural development (chapter 11): the topic appears to be covered very briefly within the report. The text primarily mentions the adoption of the relevant Strategy, followed by a general reference to irrigation reform and support for farmers. We respectfully request that the issue of rural development be addressed more comprehensively and adequately.
- Water management (chapter 27): we appreciate the specific mention of key directives, particularly those on nitrates, drinking water, and wastewater. We would be grateful if future reports could incorporate more detailed descriptions and specific issues relevant to each of these directives.
- Biodiversity protection (chapter 27): although efforts are underway to develop a Strategy for Biodiversity or Ecosystem Services, it must be acknowledged that these steps are broadly general and do not currently mandate the implementation of concrete, obligatory measures. Consequently, the launch of biodiversity monitoring and the transposition of the Habitats and Birds Directives remain of primary importance.
- Climate change (chapter 27): Future iterations of the National Energy and Climate Plan (NECP) must provide a broader and deeper understanding of the LULUCF (Land Use, Land-Use Change and Forestry), with a particular focus on the conservation of peatlands. Furthermore, the NECP and overall energy policy must incorporate issues related to the just transition of industrial regions and the decommissioning of nuclear power plants.
- Energy (chapter 15): The nuclear power sector faces problem with a lack of strategic vision. Planning for new construction fails to adequately address the impending challenge of decommissioning current nuclear installations that cannot operate indefinitely, highlighting a lack of necessary long-term preparedness.
- Animal welfare (chapter 12): effective implementation of animal welfare standards in Ukraine is crucial for accession and current increased exports of chicken meat and eggs to the EU according to recently revised Deep and Comprehensive Free Trade Area agreement (DCFTA). The EU can support Ukraine by dedicating activities to the development of the official controls in animal welfare within the ILCA III project.
