Ecoaction, together with the European organization Transport & Environment and a number of other non-governmental organizations, appealed to representatives of the Ministry of Community and Territorial Development of Ukraine regarding the implementation of public service obligations in public transport.
In our position paper, we highlight the need to revise Draft Law No. 4583 to align it with European legislative standards, particularly Regulation (EC) No. 1370/2007 on public passenger transport services by rail and road, as well as other relevant EU legislation essential for its full implementation.
The recommendations developed by civil society share a single goal — to make public transport in Ukraine predictable, accessible, and comfortable.
The position paper includes:
- Introduce competition on transparent terms.
- Establish a clear compensation formula.
- Grant the carrier exclusive rights to the route.
- Specify the responsibility of the government.
- Create opportunities for coordination between communities.
- Invest in environmentally friendly transport.
- Ensure transparency. This includes electronic payment systems, passenger flow control, and openness of data on route performance.
