The global climate crisis is a systemic problem, and addressing it requires comprehensive action at both international and national levels. That is why Ecoaction works to ensure that Ukraine implements ambitious climate policies, reduces greenhouse gas emissions that drive climate change, and adapts to its impacts.

Since 1992, the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) have met annually at the Conference of the Parties (COP) to decide on global pathways for climate mitigation and adaptation. In 2015, Ukraine, together with 194 countries, signed the Paris Agreement, committing to reduce its contribution to climate change and to limit global temperature rise to well below 1.5-2°C above pre-industrial level. The Ecoaction team actively participates in COP negotiations, working to ensure that Ukraine meets its commitments under these agreements.

At the national level, we closely cooperate with responsible Ministries and members of the Verkhovna Rada of Ukraine, engage in expert working groups, and develop recommendations to strengthen national climate policy, particularly — in the context of EU integration.

Among other things, in 2025 Ecoaction prepared comments and key recommendations on Ukraine’s draft Nationally Determined Contribution (NDC) under the Paris Agreement. We also actively advocated for the adoption of a climate neutrality target by 2050, which was officially set in Ukraine’s first climate law, adopted in 2024 — the Law of Ukraine “On the Basic Principles of State Climate Policy.” In our work, we also emphasize that greenhouse gas emissions reductions must be achieved through a phase-out of fossil fuels, rather than through the promotion of false solutions.

Implementing strong climate policy during wartime is undoubtedly a challenge. However, the strategic decisions made today will have long-term positive impacts for Ukraine. The country can follow a sustainable development pathway — by advancing modern clean technologies, creating jobs in new sectors of the economy, improving living conditions, and safeguarding the well-being, health, and environment of both current and future generations.
